TEXAS LEGISLATURE CONVENES
The 82nd Legislature convened at noon today in Austin and as lawmakers gear up for the 140 day legislative session, growing transportation needs, immigration, redistricting and huge shortfalls in the state budget should prove to be some of the more pressing issues. State Comptroller Susan Combs released preliminary numbers this week estimating a budget deficit of at least $27 billion dollars.
As the first order of business, Lieutenant Governor David Dewhurst (R-Houston) called the Senate to order while lawmakers in the House of Representatives re-elected Joe Straus (R-San Antonio) to serve a second term as Speaker of the House. Lawmakers and staff will now spend a couple of weeks getting acquainted and undertake organizational measures to provide lawmakers a look at key issues facing the state during the next biennium. Early next month the Lieutenant Governor and the Speaker of the House will announce committee assignments.
To date, 800 bills have been pre-filed, a small number compared to the 7,951 bills and resolutions that were filed in conjunction with the 2009 legislative session. Pre-filed legislation does not include legislation specific to Texas nonsubscribers although such legislation is expected.
